[hdtbl]: Revise copyright notice in "common.roff".
The contents of this file were split out of "hdmisc.tmac" in the parent
directory in 2010; see commit 2c77a4a8c1 by Werner Lemberg, 23 January
2010. That action (barring other "legally signficant"[1] changes) did
not create newly copyrightable. Futher, the file "hdmisc.tmac" itself
saw no "legally significant"[ibid.] changes between its introduction to
the groff repository and the aforementioned reorganization. Apply a
copyright date of only 2006 accordingly.
