[hdtbl]: Update authorship notice.
Add an authorship credit for Werner Lemberg, who contributed
substantially to this file.
Justification (year, commit ID, summary, net lines added by commit):
2006 f382e376a2 * hdmisc.tmac (\*[g]): Move definition back to... [+20]
2006 737b41864a * hdmisc.tmac: Add `\"' at various places to... [+27]
2006 09aefeda0f * hdtbl.tmac (\n[t*#]): Initialize. [+60]
2006 e7c404d80e * hdbtl.tmac: Improve error messages. In [...] [+38]
(Because these commits are from groff's CVS era, they lack an overall
summary line and so quoting the first line of the commit log message can
be misleading. More than code motion, which generally doesn't suggest
authorship, was present in the first commit listed above. Similarly
with the mere addition of comment escape sequences in the second. Use
"git show" on the relevant commits to better understand the changes
motivating my addition of an authorship notice for Werner.)
Also parallelize letter casing of authorship notice with other notices
in hdtbl.
