gropdf(1): Revise service level/URW discussion.
* Retitle subsection heading to mention the "feature service level",
making this material easier to find for people curious (or befuddled)
by groff's configuration summary line mentioning it.
* Revise descriptions of service levels to match "configuration B", as
described in <https://lists.gnu.org/archive/html/groff/2026-02/\
msg00036.html>. If we switch to "configuration A", this text will
need to be reverted/revised.
