While I'm sympathetic to the goal; this has been tried and it did not work.
OCB was licensed in a way made it free but that prevented military use: https://web.cs.ucdavis.edu/~rogaway/ocb/license.htm This had the effect of nobody implementing or using it - despite it being a very nice cryptographic mode.
