As per the discussion in thread [1] I've created the "Crash reporting" submodule under the "Toolkit" module. Because of its poor encapsulation the module straddles a few directories and source files which I've added to simplify reviews. Currently I'm the module owner and sole peer but I'd like to ask Nathan Froyd to join me as a peer. Nathan has already handled a large number of reviews and contributed important changes to the crash reporting machinery.
