As a community member it seems to me that the purpose of the module system is to know who to go to to get something moved forward. Sometimes that is coding sometimes it isn't. I think since this proposal suits the context that many of the other modules are in it should be ok to add it as it is, continue the discussions about how to better show ownership and than add the missing people to the different groups once it's sorted out.
