Officially, sign-off is with the members of the Module Ownership Module, but given that you've developed this in consultation with Brendan, I would expect that consensus here will lead to acceptance. They are "official" when they've been added to the Modules page: https://wiki.mozilla.org/Modules (I would expect a new top-level category for Firefox OS to be created.)
