The GeoMap legend issue is probably due to the height of your chart.  Try 
the "Rental Revenue by Country" chart here:
http://www.opengatesw.net/products/php/php-charts/demo/php-charts/index.php

You'll see it doesn't have the same issue for the legend.  The API probably 
just tries to fit as it can while respecting the height and width 
requirements.

You can add labels to the countries with the displayMode: text property:
