No, you can't use the ColorFormat with the Timeline visualization.  There 
are a number of different ways to control colors in the Timeline, see the 
Controlling 
the 
Colors<https://developers.google.com/chart/interactive/docs/gallery/timeline#ControllingColors>section
 of the Timeline documentation.  If none of those works for you, you 
can always build the "colors" option array manually based on the data in 
your DataTable.  By default, colors are assigned in row order.
