I don't see them "moving", but I don't know where they are supposed to
be and you do.  Sounds to me like the anchor for the icon is in the
wrong place, you expect your "dots" to be anchored in the middle, but
you aren't specifying that and the kml processor is putting the anchor
on the bottom middle of the image.
