Construct a toggle function in global scope

function toggleLayer(layer) {
    if (layer.getMap()) {
      layer.setMap(null);
    } else {
      layer.setMap(map);
    }
  }

Then you can create buttons like:

<button onclick="toggleLayer(RichmondTraffic)"> RichmondTraffic </
button>

Note that also RichmondTraffic must be a global variable when called
by a html button.
