This is a total hack that I have not tried so you might want to have a laugh.
Could you set zoom to max zoom for the closest satellite view that is available for any location. Once at that zoom level, test if you are getting an image location for the first img tag starting at the map_canvas div such as http://khm2.google.com/kh/v=48&hl=en-US&x=481912&y=315155&z=19&s=Gal If you do, that means there is satellite imagery available. If you get an img location of http://maps.gstatic.com/intl/en_us/mapfiles/transparent.png then zoom out 1 more time and try the test again. Good luck!
