As I have mentioned above, after changing the regional settings, I can no longer reproduce this problem, even I tried to change the settings back. So I have no chance to try to use IFormatProvider to see if the problem is still reproducible.
Maybe I can try to reflash the ROM for my phone in order to reproduce, but this requires much effort, I'll try when I have the time.
