My bad - further investigation shows that, unlike the examples I was working from in my test case, the first argument to 'InsertEvent' is now 'title_type', not 'text'.
With the test case fixed, it appears you can add these entries successfully using the API, but with the UI I have found I have to use a workaround - to first create an entry with an innocuous title (such as 'XYZ'), then edit it to rename the title to 'Release 3.0.x'. Just creating it with a title like 'Release 3.0.x' still results in the entry not being added permanently.
