Yes, something changed. The Calendar team loosed the restrictions on creating event reminders in the Calendar UI, but there's some sanity checks remaining in the code for the API that weren't removed. There's a fix in the works. I can't provide an ETA, but it's something we're aware of and are trying to correct. I've opened a defect report on the issue tracker.
