Thanks for the suggestions!

I tried to delete the services from either the App Engine web console, or 
gcloud command line. None of these worked for me.
When I delete from command line I get the following error: "Error Response: 
[13] Service (module) deletion failed."

I've already disabled the app and the services are marked as stopped, but 
cannot be deleted and the instances cannot be terminated (they are killed, 
but new instances are up instead of the killed ones).

Any suggestions?
