Could you specify if you are using App Engine standard or flexible? Zip should be enabled by default in both App Engine Standard <https://cloud.google.com/appengine/docs/standard/php7/runtime#enabled_extensions> and Flexible <https://cloud.google.com/appengine/docs/flexible/php/runtime#using_php_extensions>.
