I do not believe that there is a way to inject additional containers in an App Engine Flex instance when reviewing documentation. It seems that the containers that an instance would have would be the container that includes the runtime or that runs the source code <https://cloud.google.com/appengine/docs/the-appengine-environments#the_app_engine_environments> and the common ones listed as fluentd_logger, memcache_proxy and nginx_proxy <https://cloud.google.com/appengine/docs/flexible/python/debugging-an-instance#understanding_common_containers> as you have mentioned.
