Firstly, this documentation <https://cloud.google.com/compute/docs/disks/create-snapshots>explains that "Compute Engine stores multiple copies of each snapshot redundantly across multiple locations with automatic checksums to ensure the integrity of your data". This suggests that while it is not uncommon to have the Default Location of a PD Snapshot to be the same region as the region of your regional Persistent Disk , the Compute Engine infrastructure still ensures that multiple copies of your PD Snapshots are kept in different locations to ensure integrity of your data.
