I copied the facebook example code from here <https://developers.facebook.com/docs/php/howto/example_facebook_login/5.0.0> and it works right out of the box. You can see the test site here <http://php-facebook-login-demo.appspot.com/>.
Looking at your SO post your app.yaml does not appear to be correct, as you have no entry to invoke your callback script.
