When you enter the App Engine application ID, the browser should redirect you to a page that looks like this: http://i.imgur.com/d3NaCYl.png . If you don't see this page, then there could be a multitude of issues occurring. Is the account you're using an administrator account for both the Google Apps account and the App Engine application? If not, make sure your user account gets promoted to that level. Also, are you logged into multiple accounts? Sometimes Apps gets confused when an user is logged into multiple accounts, and doesn't know which account to use.
