It's an interesting question, but seems more like a deep/philosophical 
legal question to me, rather than a GAE specific one.

Probably it would be Swedish law, considering the company is responsible 
for the website.

Also related or unrelated, Google also hosts apps inside EU, for legal 
issues again, I guess.
