Jean-Marc, You can fill out this form: https://appengine.google.com/waitlist/sms_issues which will put you on a list to receive an invitation for your new account. This list is not processed automatically, so there can sometimes be a few days' delay. (See also: https://developers.google.com/appengine/kb/sms#error ).
