While startup times appears to be a contentious topic. I think that we can all agree that:
*Fewer Instance *==* Few Cold Starts *==* Happy Customers *==* Smaller Bills * Currently Apps of all sizes are capped at 10 concurrent requests. F4 instance can handle no more concurrent request then a F1. I have create a feature request to make this option configurable.
