Even I've had this issue in the past, and did the same things, esp. email. And no response from Google! Until your current charges are cleared in the weekly cycle, you can't make any more changes. We even suffered a downtime due to this. The only option at this time is to make billing changes ONLY by end of the week (say, before end of Friday PST). That is around the time when you charges for the week are cleared, it appears, and your option to make billing changes is enabled.
