Yesterday, my app experienced 17 minutes of downtime, as reported by Pingdom and confirmed manually by me.
The timess were 04/10/2012 02:10:33PM to 04/10/2012 02:27:03PM, and the app ID is everyday-app. According to the App Engine Status dashboard, nothing was amiss yesterday. According to my logs (atleast when I checked during the downtime), no requests came through to the app at all (the logs didn't exist during that time). The app is using Python 2.7. Is that reflected in the dashboard yet? It's unclear from the docs if it's still in preview. Can you confirm that the downtime was an App Engine issue?
