Hi Samus, Paid apps do indeed still deplete free quota before you pay for usage. There are 2 tables on http://www.google.com/enterprise/cloud/appengine/pricing.html, one named Hosting and one named APIs. Each table shows "Free quota per app per day" that applies both to Free Apps as well as paid apps.
