Making GAE a less attractive method for spammers to send large
quantities of spam, is a definite win in my opinion.

Means genuine emails sent from AppEngine servers, are far less likely
to be caught in the cross fire.

(It only takes one spammy email to get a AppEngine IP blacklisted;
large quanties of spam, will get the whole netblock banned. And once
banned it affected every single app)
