The service appears to be pretty slow in Mexico, too. Pinging my app's URL I get ~115ms latency, which is normal. I know that because we are VoIP providers and our SIP servers are in Dallas, TX and we constantly monitor latency and we consider ~ 120ms to be the usual value.
So my conclusion is the problem may not be where the GAE servers are, but how the GAE servers are handling the GAE apps. It's been a lot of discussion about this in this forum and in the GAE Java forum. You may want to search for those threads and get more insight.
