I can't share the IP addresses - I was just pointing out that they were not App Engine IP addresses.
You'll want to ask your questions here on the Maps API groups: http://groups.google.com/group/Google-Maps-API <http://groups.google.com/group/Google-Maps-API>They'll be able to better answer any questions you may have about why you may or may not have been throttled.
