I see what you mean. Say, an application marketplace where folks can download source code for applications and deploy to their own App Engine instances, get support, download updates, and so forth. It's an interesting idea. We're focusing on Apps for Google Apps for the Enterprise in a SaaS model rather than an a la carte software download model.
Cool idea: a marketplace like what you describe could be an App Engine app itself ...
