How about only publishing scores to people once they've submitted? 

The high scores could be dicouraging people from submitting. When you have a
monster 130 and the current top is 34, it all gets a bit depressing. Perhaps
why there are so many one-time contributors.

By giving people their ranking after submission, you still get the
competition (you can resubmit later with a better score), but more people
might get involved. 

Public shame and ridicule is good for the soul.

No, bad idea to my opinion !
Not publishing real-time scores will greatly cause to suppress one of the
greatest pleasure I have from playing golf : competing with some other
player (not only the first one, fortunatly) !
Do not do that, please, it would become soooo boring... (just trying to
reach an impossible goal !)
