The correct thing to do would be to request a new repo.

IIRC you can request a new repo without a review for this kind of
cases, but in case of doubt just create a new review process.

Also, for correctness, you should add "Obsoletes
golang-github-bep-clock" tags to bep-clocks spec.

Once package has been accepted you can "fedpkg retire" bep-clock.

Most of the deps seem quite safe, I don't think it will break
anything, but the best thing to do would be to test in COPR to avoid
breakages. You can use this script as base:
