I would actually have a basic idea and vague plans for a non-profit project for carving out some fair-use rights back for amateur musicians.

The project already has a great name qnpdub, but not yet any web presence other than a readme on github: https://github.com/mb0/qnpdub

I don't mean, that you write code for me. Instead it can serve as exercise requirements. You could implement a simple rights management service api or even some front-end using it from a clean slate.

I am not sure whether or not I will even follow through with qnpdub or whether it would be based on your work if I did. But if all the stars align you could help kick start a nice effort.
