You unpacked the .tar.gz file in a directory that held an earlier installation of Go. Do not do that. Only unpack the .tar.gz file in a completely empty directory. I see that you say that you didn't do that, but there is no mstkbar.go file in Go 1.9. Since you have an mstkbar.go file, it must have been left over from an unpack of Go 1.8 or earlier.
