Yes, assuming the source is a normal HLS playlist, the TS file should be 
playable. Perhaps your source is encrypted or non-standard in some way?

I'd like to announce the release of gohls, a small tool I wrote in Golang to 
perform the task of capturing/downloading video streams in HTTP Live Streaming 
format. It uses grafov's m3u8 [https://github.com/grafov/m3u8] library for Go. 
Simply point gohls at a URL containing a valid m3u8 media playlist and it'll 
save the stream to a .ts file. Gohls supports both local and remote tracking of 
recording duration in addition to user agent spoofing. It's released under the 
GPL v3.
