Yes, it is possible to install Go without sudo, here is the procedure

% git clone https://go.googlesource.com/go go1.4
% cd go1.4/src
% git checkout release-branch.go1.4
% ./make.bash
% cd ~
% git clone https://go.googlesource.com/go
% cd go/src
% git checkout release-branch.go1.7
% ./make.bash
