Cygwin is Unix emulation on Windows and thus GnuPG considers the platform to be unix. Use the standard Windows GnuPG and you get Windows features. Or, well, use the Tor support which redirects all DNS over Tor. Just install the Tor Browser and GnuPG will use that.
