You can run gpgconf --list-options gpg which prints the options and their current values in a format described in the gpgconf man page. Frontends like Kleopatra and GPA use this to provide a GUI page with options. However, this does only include a subset of all options. In theory the man page should list the actual defaults but I am pretty sure that some(tm) are missing. If you find such flaws, please let me know and I'll add them to the docs.
