That looks like a c+p error. The timestamp is an asctime and has no Unicode characters. But even then it won't harm because it is comment line. The problem the OP is due to the use of a gnupg-2 conf file with gnupg-1. If gnupg-1 is still required, the simpelest solution is to create an empty ~/.gnupg/gpg.conf-1 file.
