Once you share something it is public unless you force the the receiving party to sign a non-disclosure document.
Once you share your public key with even one person it is in the public domain. If you want to make it painful enough to prevent this from happening have the receiving party sign a contract of non-disclosure which stipulates what the penalties will be if the break the contract. Just my two cents and I'm sure it doesn't cover everything.
