That is just a file. COPYING describes the licence used for the manual and the tools. COPYING.LIB describes the license for the library itself (LGPLv2.1+). AUTHORS and gpg-error.h also show that it is LGPLv2.1+. Salam-Shalom, Werner -- Die Gedanken sind frei. Ausnahmen regelt ein Bundesgesetz.
