Install GnuPG 1.4 alongside 2.1 and manually sync all keys from GnuPG 2.1 to 1.4, with for instance: $ gpg2 --export | gpg --import I'm not sure how large the overhead is when you sync all keys everytime you get a new key... GnuPG will figure out that it already has the keys, but it will inspect all signatures to see if it already has them and stuff like that, so it might have quite some overhead that way.
