The issue with PGP Global Directory (https://keyserver.pgp.com) has been solved and PGP keys can be again published on that key server (which is interoperable with GnuPG software). See more at http://www.symantec.com/connect/forums/pgp-global-directory-does-not-send-verification-email -- rpr.
