I can't tell you what is adequate for your situation. You have to make that judgement yourself.

Try it a few more times, you may have gotten a bad server from the pool.
If it still doesn't work, try the following:

hkp://keys.gnupg.net
hkp://subkeys.pgp.net
hkp://pgp.mit.edu

... and of course all of this assumes that the systems in question have network 
connectivity ...
