Right, but only if pubring.kbx has the OpenPGP flag set:

  $ kbxutil ~/.gnupg/pubring.kbx | head -10 | grep ^Flag
  Flags:   0002 (openpgp)

This flag is set as soon as an OpenPGP key is inserted into pubring.kbx.
This is required because pubring.kbx has always been used to store X.509
keys.
