it tells your shell to avoid interpreting the ! as a shell metacharacter. If your shell doesn't care about ! then the backslash is unnecessary but shouldn't be a problem (standard shell escaping will swallow it before passing on the literal ! to the shell's subprocess (gpg in this case). --dkg
