Hello,
gpg 1.4.13 does not have AES-NI acceleration. You'd need to use gpg
2.0.x with libgcrypt version that has AES-NI support (libgcrypt 1.5.0
or newer).
If you have more questions with regards to GnuPG, please use GnuPG
