Find the GnuPG configuration directory (on Windows XP it's usually C:\Documents and Settings\[username]\Application Data\GnuPG, on Windows Vista and beyond C:\Users\[username]\AppData\Roaming\GnuPG) and copy that to the appropriate directory on your new laptop.
