That's actually not the problem. The problem is that if 1 in 6 people is a plant, then you're going to have endless amounts of embarrassing blue-on-blue -- one plant decides to do X to prove to his handlers that he can Get Things Done(tm) and is worth the money he's getting paid, and one plant, upon hearing that "oh my God, this guy is planning on doing X!", does everything possible to block X in order to prove to *his* handlers that he's preventing major incidents and is worth the money he's getting paid. The problem isn't the fraction of the population.
